New build new dry rock

I'm about to start a new build getting all the stuff together. Just got a 100 gallon aquarium off Craigslist and and about to make a sump with a 40 gallon breeder tank form petco. The rock is the question I just got 100 lbs dry rock from Marco rocks and how do I go about cleaning or do I or should I or what would you ya do first. Please help

soak the rock in water and check for phosphates weekly water changes until phosphates are at zero.Then start to cycle the rock

Change all the water out or just 10%
