New fish tank, skimmer overflowing

I started my new tank, I haven’t started cycling it. It has just been running without anything in it. I keep the lights off and I’m starting to develop what looks like diatoms( will pin picture below) and today I decided to let my skimmer run and it’s going crazy and overflowing. What could be the cause of this? The water is a bit cloudy. Just to add I originally filled the tank with RO water but did top off with tap....The tank is not near a window!

New skimmers overflow like crazy, my Red Sea did for 11 days. I’m fairly new to reefing so I can’t say for sure what appears to be on the glass is but it looks real close to GHA I wipe off my glass every other day.

I am sure someone smarter will come along and confirm or deny.
 
hi,skimmer is just breaking in,remove cup ,just let go for a day or so ,adjust accordingly after that :)
no more tap water:oops:

Strongly suggest not to use tab water. R/O systems are fairly cheap and a good long term investment.
Skimmer. At times there are are contaminants we use. Epoxy always works for me. Break in time. Turn the skimmer al the way down. Make sure it is correctly deep immersed. Possibly elevate it to decrease skim product.
