They not only grow up but they also spread out/encrust the rock it is on. Yes new growth.Is this new growth ?
puzzling me thinking why on the bottom and not on the tops ?
Everything looks happy , polyp extension is fuzzy .

As stated above, they encrust onto the rockwork too.
Typically SPS encrust first, then after a stable base has been established, they start to branch out.
