i have a 20 gallon nano reef slowly progressing as my first saltwater tank but the main question is can i keep a snowflake moray eel and a blue spotted puffer together in a 65 gallon tank if so are there any dwarf angles or wrasses or damsels i could keep with them and what would be a suitable cleanup crew

You could keep the Eel and the Puffer in that tank, but you'd need to get the puffer at almost full size.
You could get away with any of the Dwarf Angels in there.
Clean Up Crew, mixing it up, Turbo snails, Bumble Bee Snails, Margarita Snail, Cerith Snail, Astraea Turbo Snail. I don't like hermits, as these guys are true scavengers, and when hungry will eat up corals. So that one would be your call if you wanted to chance it.

Welcome to r2r!

Mixing a puffer with a clean up crew might leave you with a lot of empty shells. Puffer love them some snails and crabs
