New lights = diatoms?

I switched over from a 6 bulb T5 light system to a Reef Breeders Photon V2 LED system and look to be getting some diatoms on the sandbed.

Is this normal when changing light systems?

Some would be expected, since the spectrums are different. Any change to your system will cause changes, as long as they are not severe.
 
Most always. Start low light mainly low white and gradually ramp it up every few days until you reach desired PAR or color effect
