New Max E170, both pumps are not working

Just setup my MaxE70 and both pumps are not working. The outlet is powered. Seems odd both would be dead on arrival. Am I missing something?

No experience with particular pump but sometimes you have to open the impeller case and give the blade of impeller a nudge.
They do get stuck every now and then even in new pumps and older pumps that have been sitting dry for a while.
