New nano tank, dry rock, marine pure gems, and rodi water with tropic Marin symbiotic salt. Filled up with water, added micro bacter 7 to rocks and gems and waited a few hours before turning on pumps (this was Friday). Waited 24hrs, water was clear, moved clown from another tank midday Saturday. Everything seemed fine but started seeing a smoky halo around rocks, fish was breathing heavily and short time later the whole tank looked like smoke was all in the water. I moved the fish back into the other tank as he was about to die and he has fully recovered today (Sunday).

Please help and advise, my best guess is some type of bacterial bloom that has consumed the oxygen.

Looks like a bacteria bloom. Drop in an air stone if you have one too. It will help your clown breathe easier

Thanks but I moved him back to old aquarium that evening or he would have died.
I’ve seen where this should take care of itself? Any idea how long that should take, also will the cycle start without a fish since I used live sand and added micro bacter 7 ?
This is first aquarium I have done with Marco rocks and not live rock

The bacterial bloom should go away within a week. If your water remains cloudy after this time, it might not be a bacterial bloom and you may need to find what is going on.

U can give some time to tank and then add clown

You said the tank was just set up a few days ago with dry rock...are you so sure it's cycled? Ammonia makes the water cloudy as well...

No, ammonia has never started so that was one concern, will the cycle start? This bloom started within 24hrs of adding water

If you want to cycle the tank with a fish as an ammonia source that will be rather painful for the fish although some people do do that...is that what you're trying to do?

Only if needed, will the cycle start from the live sand and MB 7? I was under the assumption the micro bacter 7 would keep the levels down to make it easier for the fish, but the fish was still needed? If not I can leave him in the other tank until it cycles.

You need to add an ammonia source. Just pick up some Fritz Fishless Fuel or another similar product to dose the ammonia and then wait for the cycle to finish.
