Had the first one for a few months now. This thing moves some serious amount of water. Decided to get a second one and this one is noticeably weaker. I had them at same position on each side and exact same settings. The old one looks like it's about to start a tsunami but the new one is barely rippling the top of the water. You can definitely feel the difference if you stick your hand in front of each one.

I haven't tried swapping controllers to see if that might be the issue but if it doesn't make a difference should I just try swapping it with A***** or will I need to work with RO for a possible RMA?

No 2 pieces of equipment will ever work exactly the same. I had the same thing with some Hydor powerheads. I would work with Reef Octopus directly to see what they would do since it's their product.
