New RODI but not getting 0 TDS

I think I might doing something wrong here - Brand new BRS stage 4 value plus water saver RODI unit.

I have flushed the membrane (flipped the valve and ran for a while).

After letting the unit produce water for a few minutes, I turned on the in-line TDS meter, and here is where it gets weird - with the switch on 'in', the meter displays 3. With the switch on 'out', the meter reads 4. Shouldn't in be less than out, and shouldn't out be 0?
 
Can you take picture of unit? Silly as it sounds but is there anyway the waste and fresh water lines are mixed up? Was unit put together already? 3-4 sounds like what RO puts out after membrane but before di. I have no experience with this unit though. I run 8 stage now cause I live in middle of orchard so I’m shooting in dark here on that unit. I’m sure someone will correct me or know more. Do you know what you tap TDS is by any chance
 
Also forgot to ask gph of unit 75 or 100? What’s the flow rate coming from your source water into the membrane sometimes if under pressuring unit the rejection rate isn’t right.
