New Saltwater Levels

I was curious to find out if I should mix new saltwater to the levels I desire the tank to be? for example, if I want my tank to sit at 9 dkh and 430 ppm should I mix up the saltwater to those exact levels or should I add keep alkalinity higher than what I want the tank level to be at?
 
I would find a salt mix that has as close to the levels you want to keep and then dose tank to maintain that
 
Don't rely on your salt to maintain alk and calc. Pick a salt that is in the ballpark of where you'd like to be and then do whatever you're doing to maintain alk and calc at the levels you're interested in. I would only be concerned about matching alk and calc in new water if I were doing a massive water change. But a typical 10 percent water change isn't going to cause major swings in the current tank numbers.
