New sand after dino

I have fought the dino fight for way to long now. I have tried pretty much any method I can find and it some how keeps coming back. It seems to be in the sand no matter what I do.
I have no decided to change out all the sand and pretty much start over. I have added another stage to my ro to help fight it as well. I do have a couple of fish but that is about all that has made it though this plague.

My question is really is what is the best way to clean the rocks? They seem to have some algae but when I blow it off with a turkey baster is comes right off. Can I just pull them out scrub them and get them back in there. I plan on keeping half the water or so as well.

I don’t think switching the sand will work. But yeah, you can remove the rocks and scrub them in saltwater. Adding some real live rock and a huge cuc are more likely to help.
 
Don't worry about the sand. Dinos outcompete other bacteria and algae when the water is too clean. Dirty up your water, and maybe add some beneficial bacteria. What are your water parameters like? How old is your tank?
