New tank advice

I have a 38 gallon currently that is going on 5 months old.

Equipment is as follows
Tidal 110 hob
Aquamaxx 1.5 hob skimmer
2 jaebo ow25 wavemakers
Aquamaxx frse hob reactor converted to cheato reactor.
200 hyggar heater
3 kessil a160we
45lbs of live rock

My corals are starting to grow out of control. My plan was to do a red sea tank in a year or so but recently petco has a 50% off sale on 75 aqueon tanks. I cannot find a stand so I was going to build my own.

Would my above listed equipment be suitable for the 75 with a low bioload, 2 clowns, watchman goby, and in the future a dwarf angel and tang?

I had planned on adding a secondary 200w heater.
My plan was to transfer everything to rubbermaid containers, save all of the water, rinse existing 1"sand bed and re use, add some carib sea base live rock and 40 lbs more of live sand and FSW to fill half the tank then transfer everything back in with existing water all in one hopefully short swap. I should not have any cycle issues correct? I would only be adding dry rock and extra live sand for the added SF. Or should i just ditch my 5 month old sand bed and go all brand new live sand. I but the natures ocean bio active live sand and dose Instant ocean bacteria.?

Thoughts? Side note, any options for a pre build stand? I cant find anything that isnt junk.
 
hi i would rec ditch the sand get new ,try 20# live rock and 20# dry if any at all do not recommend any dry,as far as stand use exterior screws ,build to accomodate sump for future ,happy reefing
