New tank Algae help

Ive had my 80 db up and running for about a month now. We put in brand new live sand and use my live rocks from another tank I had.The tank had a mini cycle but now all the levels ammonia nitrate nitrite are all at 0. My question is what is all this hair algae all over the rocks and and some of the sand and how do I get ride of it. It seems to be very fine its not thick at all. The tank is lit by 2 ai sol blues only at about 30%. The tank did produce a little diatoms which went away quickly but it seemed to turn into what ever I have now. I added a few cell phone pics to try and help.

Its Hair Algae, your phosphate levels are high.
 
Ahh yes the one test I did not run. Thank you! Is the best way to deal with that just do some big water changes?
 
Depends on how high it is, and if your new water contains any phosphates.
Water changes would help if you have 0 phosphates in it
GFO (Granular Ferric Oxide) and a reaction chamber
Lanthanum product. IE- Brightwell Phosphate E, SeaKlear Pool Phosphate Remover.
 
+1^^ you'll need to reduce phosphate.....be aware that your test kit may not read elevated because the phosphate is bound up in the algae, the fact that you have visible algae is evidence that you have an elevated level
