New tank cycling question

I just bought a 150 from Craigslist if I use sand, live rock,water and Refugium from my 55 gallon can I just add the fish right away (after running test) or would I need to completely cycle the new tank?

damsel might make it threw. but a complete cycle is always a good choice before adding fish.

But if I used all the stuff from previous tank wouldn't it pretty much be like a giant water change? The other tank has been up and running for almost a year

You will go into a cycle again but not a complete one.
Just wait it out a few days and test a lot, like everyday Ammonia and Nitrite.
These are the # to watch for.
