Reason I ask about rearranging is because in my research they say that fuge should be first then skimmer then return. As in the pic below.

I guess another question is how could I calculate how much water extra space I need for emergency power outage?
Or is that just trial and error.

TRITON does set it up like that and if it isnt a bunch of work id do it like their model, but if its already built to accomidate the other order I would not switch it i would assume it would still be as efficient. you will need to build a baffle for return section to monitor water level and keep your macros out of the return. but since you doing externally dosnt need to be anything huge that way you have more volume in fuge section.
 
as far as over flow i would put a check valve on your return and you should be good I wouldnt max out sump with water. Im in a 300 and my sump maybe rises 1/2" when elec goes out
