New Tank? Mixing Salt?

can i aquascape the tank then mix the water in the tank or should i mix the water in the tank and then aquascape it?
 
I filled the tank then scaped but now wish I went opposite cause it's a pain to use epoxy to secure ur rock
 
Mix the water and salt seperately from the tank so you have it at the correct salinity and well mixed before adding it.
If by aquascaping you mean live sand and live rock then you need to fill the tank and have all the parameters correct before adding the sand and rock or you will kill the bacteria.

Thats interesting I did not know you could kill the bacteria that way. So how does the bacteria not die in the bag that sits on the shelf for a year?
