New tank setup-livestock transfer questions

Hi all again! Sorry about all these posts on various threads and forums here, but I am really really excited and nervous about this and I want to do it right and lose nothing in the process.
So, as you probably know already, I am upgrading from a 60 gallon to a 150 gallon tank. The two tanks will be both running in the same room while setup and transfer takes place.
So..this is my plan, please give me your ideas and tell me where I can go wrong.
1. Setup the new tank and partly do my new aquascape using new dry rock.
2. Do a water change in old tank and transfer some of the water to new tank
3. Start transferring live rock from the old tank to complete aquascape, in new tank, topping up with fresh salt water as needed so that it does not dry up
4. Add new sand
5. Connect wave makers, skimmer, heater etc
6. Water test
7. Transfer fish and corals from old tank

One of my concerns is the sand. From reading through this forum I understand that using new sand is best? What if I rinse the old sand and combine it with new sand? One reason for doing this, is that I have a long finned sand sifting goby and I am concerned it may starve if the new sand has nothing in it?
Also, if I do it this way, I don't need to cycle the new tank, right?

What do you all think? Will it be OK? Anything I should take into consideration?

Rinsing and reusing sand is fine. But wont you be rinsing all the things your goby is sifting for? The goby should eat regular food for a few days and wont starve. With the old rock you will be bringing in a lot of things to populate the sand.
When you remove old rock and sand you will have a dust cloud happen. Try to take it slow and easy.
