Going to be transferring my 36 gallon to a 100.3 water box transferring established rock and sand and 2 clowns 1 cardinal a blenny and goby do you think there will be a nitrate cycle?

Are you planning to use the existing water as well or start fresh? Depending on how much rock you're transferring, you'll probably be able to insta-cycle.

New water already in the tank .about 30 lbs of rock being transferred I’m reading that I should rinse the sand??

Established rock simply transferred to new glass is cycled.
I don’t reuse the sand, but it’s certainly OK to do so, but yes, I’d rinse that in cold tap water. You’ll lose some good guys but It’s a perfect time to remove detritus.
