I would stick with a pair of clowns and maybe a lawnmower blenny that would do good in there but I wouldn’t recommend going over 4 fish in a 20 gal!

I’d personally keep the clown solo in that size but a pair would also work.
I’d do a shrimpgoby + pistol shrimp pair
Royal gramma is also great
Firefish is one of my favorites
Neon/shark nose gobies will clean other fish

I would suggest some gobies there are many types of small gobies that have great colour's, clowns (Ocellaris) aka nemo, some will also say a yellow cardinalfish will be OK in a small tank like that and I am one of those people, apparently the other cardinalfish are wanting a bit more space at 30 gals recommended volume
