Hello. New to site and saltwater. Have a 27 gallon hex tank I want to make a FOWLR and one day turn into a reef tank. Been doing some research and I want to go with one inch of sand, 15-20lbs of this key largo live rock they sell at my LFS. And a aquaclear 70 filter Not sure what to put in the filter. Carbon and a sponge but should I be putting the biomax in or something else. And is a 200w heater over kill. I'm thinking it is. Got it for free. And should I hold off on a small protein skimmer until I get some corals one day? Or something I need now?

Got a good set up there. Throw that heater in, no such thing as overkill with those, it will do much better than one made for that sized tank.
No need for a protein skimmer for tanks less than 30g, easier to watch your water parameters and do water changes.
Looks like you still need pwoerheads? Water movement.

Nice Setup. I would suggest getting a small protein skimmer now if possible, since it will be a FOWLR tank and the nutrient load will be higher than a typical reef tank. It will also give you more room for error as you learn the hobby.
