New to saltwater

I was wondering if its normal for my dry rock to turn brown? The tank has been going about 5 weeks

Yes- associated with new tank and silicates and are diatoms
You can blow off with a turkey baster if you find it undesirable

Correct. It’s typical and normal
Silicates and light is all that’s needed. Has behavior of algae

I would leave it on, but it is up to you. The diatoms will eventually consume the excess silica in your tank and it will go away. Turning off the light may help for now, but it will slow down that process.
