First, not sure but looks like your new to R2R so welcome to the reefers country club

. The people on here are just lovely and have more knowledge than you know what to do with. We would love to see pics of your tank and of course the process.
In regards to your tank cycling, have you achieved all three alage blooms yet? If so have you tested your water as others have mentioned. If your water is good to go, decide (before you buy) what kind of tank you want to have. Some fish do not play well with others, some fish need tons of space and some not so much. So tank size and details would come in good use here.
If your planing on doing corals, are you doing a mixed reef, sps only, softies and lps etc. If so which, and what kind of lighting do you have. Knowing all of this before will save you lots and lots and lots and even more lots of money and headache. There are some fish that just should not be housed in a tank, and some can very very very expensive. With that said, do you plan on quarantine the fish before hand? It’s highly recommended that you do to help keep diseases out of your tank.
I would honestly envision what you want your tank to be like In three years. Once you have that write us, tell us etc and we can look at it and make sure everything will live happy together. Having to re home fish or coral is not fun. I’m sure any of us would love to help and remember we want you to create your own tank,
