new/used apex

So I'm having trouble setting up my "new" to me Apex. Its the new one. Do I need to have it reset? It doesn't even look like its talking to fusion but is showing that it exists if that makes sense.

Can someone walk me through?

The first thing you should do is to wipe the existing configuration so it is at factory defaults. On the first page (regardless of which of those two models), click to expand the Reset Button info, and then follow the simple procedure given to initialize the Apex to factory settings. When that is done, continue through the guide.

So it’s like my powerbar isn’t talking to my base now. Everything is set up in fusion but even though the pb has the orange light, none of the outlets are responding.
