Like anything in this crazy world we live in, it can be looked at a couple of different ways. I look at it as a deadline. You need to have your submission in by the deadline of 10/20. So you have until midnight of the 19th. If you have a project at work that has a deadline of 1:00pm, you need to have it done by 1:00pm, not by 1:59pm.
