With the tank that young I would doubt you have a bacterial bloom going on. My guess is it’s just cloudy from the sand, which unless you rinsed it very very thoroughly, almost always clouds up the water when first installed. Most people wouldn’t recommend starting a tank with fish in it before cycling, but since you started with dry rock and used bottled bacteria, i doubt there will be much to decay and cause ammonia. I would think 2 clownfish in a water volume that big will probably be fine. I would however highly recommend going to a pet store and getting an ammonia alert badge to use for a couple weeks and make sure your ammonia doesn’t start to rise.
