I have a 46 gallon bow front tank. I want to know if I should buy Carib sea life rock. I already bought ATM colony for a faster cycle. So with that and the live sand as well, when can I or should I add my first fish and corals? Here’s my list of stock I’m planing on.

Two part answer. Should you buy Life Rock? Sure, I have it in my tank, no complaints. When can you buy fish and corals? That's hard to answer. I'd just start with adding the rock (potentially sand) and water to you tank as a first step.
