Newbie sump question

I recently purchased this tank and it came with a sump...ive never had one before and I see it has bio balls. What is the water level supposed to be? Also do I need to run a skimmer with this setup....fish only tank.
 
Sump level needs to be high enough for retun to not suck air, with room for evaporation but also needs to be low enough to allow drain of from the tank when power is off to return.

Most will say ditch the bio balls for filter socks and live rock. Though some sumps are harder than others to modify. I still have the balls in mine. And yes a protien skimmer is on my opinion important. Especially with bio balls as they can harbor nitrates
 
Do the bio balls need to be submerged in water or out of water?
 
Should I just sell this setup...if so what price should I ask?
