I'm guessing a bissell worm, just guessing. This is in my little 10g frag tank and I only see one right now. The "thorns" are florescent green in color. Currently, it's tiny, but want to know if it goes or stays and if there are any next steps I should take.

Nudibranch of some sort. Not sure exactly what type, but when in doubt pull em out.
 
yup zoa eating nudi as further indicated by your description of the glowing "thorns" which are called cerata and serve to store toxins or stinging cells from their prey for usage in the defense of the nudi. Do you have any zoas or palys in the tank? If so I'd dip them again and examine them for eggs and more slugs
