I have a 50 gallon aquarium with just a little more that 50 pounds of live rock. I've been running this system for 3 to 4 months now. I started by adding live sand and rock for the first month. Next I added two damsels for the second month. And now I have 3 crabs, a shrimp, and a clown. I do 20%-50% water changes every Sunday with basic testing. I have never seen anything higher than 0 Nitrate and Nitrite. When do they come into play? Is it bad that I don't have them yet?

Equipment-
×Two 800gph wave maker powerheads.
×Filter with 2 carbon pads.
×one T8 full spectrum and one T8 blue light.

Did you use fully cured live rock? If you did, you will not see a cycle in your tank. If you've added fish, and you still don't have a cycle going, then I'd say your set and good to go, because you did use cured liver rock.
If none of the above, the tank needs a source of ammonia to start the cycle, adding the fish should kick into gear.
Normal cycling would start by adding pure ammonia, or uncured live rock, or adding a jumbo shrimp from the grocery store.
 
I would bet in addition to Reefing Madness's comments, the amount of water changes you're doing is eliminating a lot of it. Try 10% a week. (since you have 2 damsels, a shrimp, 3 crabs, and a clown, anything more than 10% a week is kinda overkill and a waste of money in the form of the salt/water)
