Is this possible at detectable levels?
Would it be "normal"?
What could be side effects, if any, to nitrates being lower than phosphates? Cyano mats? Coral issues?
 
Yes it's possible. Very often you will not detect N and detect some P. I usually just dose some N into the tank to bring the value up. Possible side effects are: Algae, Dinos, Tissue recession.
