No fan for the Maxspect R420R

Ok something really weird i'm installing my new Maxspect R420R Lighting system , i have four and none of them have their fan working, is this normal any thoughts or am i just very very unlucky.........

There not supposed to be on... research. It's designed to run cool but if it heats up they turn on...

Ok i got the explanation from YouTube, Marine Depot; they start only when needed. The wing shape design is suppose to dissipate most of the heat except when its on 100% then it uses the 2 fans when ever its too hot. I knew i couldn't be that unlucky, but man. I had 2 set back today........
