Wondering if this is a viable plan.

Small tank for Xenia, live rock, light, and a lid. No other livestock. No flow or filter. Would this work?

One concern i see is the algae buildup due to flow and perhaps stagnant water. There are very small pumps you can get on amazon that is better than nothing

When I was in school I had a ~10 gallon tank full of Xenia that grew like crazy. Rock, gravel, small pump, a light that I made myself from Home Depot parts (regular fluorescent ballast, bent piece of sheet metal scrap for reflector), no filter just water changes. It can work, although you will absolutely need flow (pump).

I tried that. Xenia melted, BUT perhaps my system was not very stable yet.
If you start with live rock I believe you may have higher chances of success and skip the ugly phase.
My bowl is a 100% jaubert. Check my thread, maybe it can spark some ideas to you.
