No water my movement in return chamber

Hello my return chamber on my jbj 65 aio tank has A oil film on top of water..I see zero water movement in that chamber..should I be concerned with it…I also have my apex probes in that chamber…if I go in there and move the water around in the chamber my apex Probes read completely different numbers

You should really have no movement there. Movement creates bubbles and the return will send bubbles back into the display.
