Noopsyche Application - not on iPad?

I am able to install the application on the iPad but it is unusable. The app does not show in "Settings" so location services can not be set to enabled.
iPadOS 15.7.3 and iPadOS 16.2


Also - can you please explain why the application NEEDS to have location services turned on? I find this requirement a bit puzzling.

What version is the iPad? If it is a WiFi version, it may be that the device does not support location acquisition. Some key information of APP cannot be obtained

It is a Wi-Fi only iPad, so that answered part of the question.

What I don’t Understand is why the APP needs location services.

The Apple system requires location services to obtain WiFi-related permissions, such as obtaining WiFi names, sending broadcasts to connect to WiFi,etc. This falls under the rules defined by Apple
