Normal clownfish aggression?

I have two snowflake ocellaris bought together from the same tank at my LFS. It's been about two weeks and one likes to nip at the other, but never the other back. They will stare at eachother and one will submit, but they just keep going at it. They sit right next to each other all day and don't really understand why one is so mean to the other. Any advice?

They're determining which one will be male and which will be female. Normal behavior. They'll figure it out eventually
 
UPDATE: The more aggressive of the two bites the others fins and is causing them to fray. Still just let them be?
