Is this normal spiney box puffer behavior? He ate tonight just fine and he's been acting normal. But... it's like he is just laying there not swimming or nothing. Not doing it all the time.

I've seen these do this a lot in the wild while diving in Barbados. I wouldn't think its an issue but I've been corrected before lol

I wouldn't worry too much. If he's only doing it occasionally and is eating well, then he's probably ok. He looks healthy from the picture.

My porcupine does this quite a bit too, never been too active until it's feeding time.

No! He's not in a reef. Well, I have a mushroom rock and some cabbage coral in there with him.

I actually thought that was a picture of an old girlfriend of mine, but now I see the lips are a little different.
Puffers, especially spiny ones do that in a tank and in the sea. In a tank they also swim constantly up and down the glass trying to find a way out, in the process they sometimes damage their eyes. Because of those big eyes they also need a place to get out of the light as they go blind often. If that happens it is reversible by dimming their light for a few weeks. They love earthworms, shrimp with the shell on and clams which is what should be fed.
Have fun
