Not sure what this is? Algae or coral

My sister has a tank and sent me a pic of this orange stuff on her live rock. She said it was smooth to the touch and thought it was a LPS. Based on its transparency I assumed it was algae but not sure. It's definitely a hitchhiker and not something she added.

Can she easily blow it away with a turkey baster? If so, could be cyanobacteria which suggests need to test and better control nutrients in an established tank.

So I double checked with her and she cannot blow it off the rock. She also mentioned it was very slow growing which makes me think it may be cyano also. The rocks are from Caribbean (or so she was told) if it helps as far as hitchhikers are concerned. The orange color throws me.
