Nuisance macro algae

I have 0 idea what this is. I can't rip it off the rocks. It feels like bubble algae but the layers peel off and they don't pop. It's a little softer than bubble algae and all of it grows in little globs. It only grows on rockwork. Each glob is hollow.
What are they?

Colpomenia sinuosa, multicellular species of bubble algae. This is one your not going to want to leave pieces behind or pop.

I would manually remove with a scalpel taped to a siphon tube. I dont keep emerald crabs to say if they would or would not. My impression from reading posts are emerald crabs are ok at keeping algae controlled but not at turning the tide on an outbreak.
 
I had emerald crabs destroy my bubble algea. It wasn’t at the invasive stage yet.
