I started my new saltwater tank this week . I used nutrasea water and the salinity was 1.032 . Is that to high and if so do I need to put rodi water in the lower salinity?

Yep, assuming you calibrated your refractometer before measuring salinity, I would mix in enough RO/DI water to lower to 1.025. If you have already added living organisms to your tank you'll want to bring salinity down slowly.
