I have one on my 75 gallon. Question is where should the water level be before the bubbles start going through the neck??

The water and foam barrier should be just at the detach location for the cup.
The deeper the better I would assume as it would allow you to keep the discharge valve "more" open and processes more water.

I have and old school trickle sump so my water level isn't constant gotta play with it a little each time. Seems to pull a bunch out of my 90 either wet or dry skimmate.

Thank you for your help. I got it yesterday already made skimmate the valve was wide opened. I changed the filter sock in my sump today and now it's making no foam I think because it's still breaking in and I took away a dirty filter sock.

I actually had issues with my 160 getting the water high enough. I had to sit the skimmer in slightly deeper water than they recommended along with adjusting both the water and air adjustments. Currently my bubble levels are about 1/4" up the side of the cup and producing a good amount of dark skimmate.

Mine is in 10" of water. I just gotta tune it as the week goes on to see what it does
