NYOS test kits scoops

I already own a NYOS nitrate test get and just bought the NYOS phosphate kit. The directions on both kits say to add one scoop of the power to the vial. It doesn't specify if this is a heaping scoop or a level scoop. Both amounts could change the test results. Whats the correct scoop?

It’s a level scoop as far as I know, I ‘think’ it’s says it somewhere on the instructions
