Octopus SRO 3000 issues

So I need some help guys. Bought my tank about 2 months ago, and it came with the super reef octopus 3000int. It is going absolutely crazy though, even with the valve opened all the way. Do I have this set up in too deep of water? Any help is greatly appreciated, thanks!

Before you sell it make sure there are other options. I doubt there are too many large skimmers with a short overall height that will work in 12" (or whatever) of water.

I’ll most likely get an external skimmer and plumb it in.
 
Last try can you adjust the amount of water in that chamber by controlling the flow rate to that chamber ? Just an idea.

Not possible sadly, no other section of the sump that will work for this skimmer either. Going to do some research and try and find a good external to set up.
