We may have aggression in our tank. We have lost several fish. Yesterday we noticed our anthia laying on top of our watchman goby. Could this be a sign of dominance/ aggression or is our fish just being weird.

Just being weird. The fish doesn’t look great though usually when anthias lie in the sand it’s not a great sign look for color loss
 
I agree with @Bepis

honestly Anthias are a fish that I’ve had no luck with. I feed 4 times a day and they always end up not sticking around longer than 8 months. Only fish I’ve lost over the last 3 years is Anthias and a wrasse from jumping out of the tank. I sadly stay away from them now. Good luck!
