Odd Overflow setup on older tank

Picked up a 90g bowfront for cheap (more like it came with a bunch of cheap equipment) and it came with an overflow configuration I haven’t seen before. Two separate panels about 1/2” apart. The outer one is higher than the inner but the outer one is also open at the bottom. Previous owner put toothed panels up to cover the top and bottom of this setup.
So two questions. 1) what kind of overflow is this and does it do it’s job? Seems like a good place for crud to build up (after a major cleaning there is still some encrusted stuff down there). 2) assuming no, is it worth it to cut away the silicone holding it and put teeth on the inner overflow to have a more traditional setup.

I’m thinking it couldn’t hurt to remove. Just looking to see if this is something that used to be common and fell out of popularity
