We are looking into buying a 150 gallon with stand, lights, pumps, etc. it also comes with live rock...the thing is, the tank has been taken down so the live rock is dried/dead. Is this ok to use again?

+1. In some ways, it might actually be better that the rock is dried out. It may have had nuisance algae and unwanted critters, so drying it out would kill it.

You will want to acid-bathe it before use to remove any dead organics and excess phosphates which could leach into your water. Otherwise, it's fine to use - some people prefer it to live, as there are no nasty hitchhikers to deal with.
A side note - some aquarists use hydrochloric acid to bathe the rock. This is dangerous and somewhat unnecessary. Straight vinegar works pretty well.
