Old rock with dead coral

I have old rock with dead green star polyp on it.. what do I have to do to be able to put this rock in tank?

If its dry just soak it for a few days in salt water. Then scrub it to remove some of the junk.

Bleach bath after removing what you can, then rinse well and let sit in the sun for a few days

I took it out of my 90 gallon before I upgraded it to my now 180.. I removed the rock about 6 months ago and now thinking of adding it to my 180g

Ya its a mat stuck aggressively on the rock.. I would t say I can peel.it off maybe chisel
