so I'm not planning to do this but got me wondering....If cycling a new tank, would it go quicker of you use the spent change out from another tank? I tried doing a quick search but didn't see anything. I know that you're changing out for a reason but if you have a clean tank, would there be any benefits to that?
 
Yes and no. Most of the beneficial bacteria is on the rock, glass (etc.) and much less in the water column itself. Existing tank water, filter floss/pads, etc. can be used to accelerate the process in cycling a bunch of dry rock for later use in a tank to insta-cycle it.

There are always benefits from starting fresh with a clean tank (new sand, water, rock, etc.). Products like Bio-Spira also let you insta-cycle a tank so it's immediately ready for use.

I used 5 gallons of my cycled water from a water change on my bigger tank and 10 gallons fresh saltwater To set up a 15 gallon nano. Results seemed okay, took less time to cycle cause it already had an ammonia source for the cycle, but it will need a few water changes before its fish ready
 
There can be up to a million bacteria in a gallon of water. I doubt that you will find proof either way that it is good or bad, but why not? If there is bad, it will come with the good.
 
One good is you can start your tank with a little no3 and po4
 
Is the reason your moving into a new tank because you had a outbreak of something ?? Bubble algae ? , bryopsis ? Any disease ?? . If you transfer water or rock etc. you will risk bringing it into the new tank . I agree with Blaxsun . Starting new would be the way is go IMO.
