Only partial tail regrowth?

So about 2 months ago my new clown bit off the tail of my old clown. The tail has regrown only in certain parts and I wondering if I should expect full regrowth or was it too far gone to come back fully?

Crikey!

I've seen tails do some amazing things, yet that seems a little far gone. It may grow back somewhat, but I predict it will never be a "normal" tail.
 
Yeah it was pretty bad. Definitely down to the peduncle. It's weird to me how 2 areas seemed to regrow and the rest of the tail didn't. Here's the before pic for reference.

If the rays of the tail were bitten off completely the chances of those parts growing back are slim to none.
