Showed this used Skimmer to some else and they said it is a HOB, and is missing parts, or it is parts from two different skimmers.

Looks like a standard lifereef skimmer for in sump use. You just need to supply an adequate sized pump. You could run it as a hang on back with the bracket Jeff makes for it. Thsts the only difference between his HOB and in sump skimmers.
 
Standard lifereef SvS2-24. Good unit, looks to be complete just needs a pump. Jeff at LifeReef will be happy to help you with it if you purchase it. It’s a set and forget skimmer, once it is dialed in you don’t have to do anything other than empty the cup
