my wife bought the clown tang because he looked lonely and sick and she wants me to save him he extremely skinny And looks like he has fin rot was just picked up in a quarantine tank

Likely bacterial issue and even possible internal. Fish looks much out of it. How is its' breathing and response to being by the tank( does it startle easliy or acknowledge by swimming away ? )
two meds that come to mind for this. . . either Ethromyacin (maracyn 2) or ruby Rally Pro. Its hard to say what outcome there will be based on its current condition. Maintaining good water quality water and getting it to eat will offer its' best chance of recovery.

he doesn’t seam to be startle he seam to just keep swimming

I usually do 1/2 dose of F2. it's pretty powerful ime. you might try freshwater dip if he is still around and breathing heavy.

Judging from the picture, the fish is just too thin. Once a fish has gone without enough food for a long time, they use their liver as an energy source. Once that happens, they go downhill and there is nothing you can do for them. That said, it is also very common for a fish to become this thin due to a parasitic infection, and of course, multiple issues make it pretty much impossible to fix - sorry!

did a fresh water dip and he made it through the night but is still laying. down
 
you have to learn about fish disease and buy proper medicine prior to buying the fish. do not rely on some pet store yokel to steer you in the right direction particularly when he is pushing some snake oil like microbe lift on you.

you should have at least copper, prazi, metro, gc, f2, focus, formalin on hand there's more but that's the minimum imo. I also run uv in my qt tank. careful though some copper turns deadly in uv. uv will also reduce some medications.

learn about disease, learn how to diagnose, learn how to treat, learn about the individual fish you want before you buy, keep the fish alive.

he's not full grown yet, with the stringers on the tail starting to develop, he is maybe 7 inches. definitely not gentle but I wouldn't say super aggressive either. seems like a bit of competition between the fish. right now they are in a temporary fowlr 125, so that has a bit to do with it. I'm putting together my 300 and I think they'll have more space to stretch out then. I've got to paint the room, do the floor build the stand and reseal the tank.

in the 125 I've got the clown tang, powder blue, yellow, tomini, sailfin, 2 small purple tangs, yellow belly hippo, 2 long nose butterflies, 2 spotinticus clowns and a pj.
that 125 just came out of a 60 day copper treatment few weeks ago.

in a qt tank I've got a freckled faced tang and a blue belly hippo!

future fish to add are chromis, anthias and maybe couple of wrasse if they behave. those are all difficult fish to qt in my experience so I'm not really up to the task at the moment, maybe later in the fall or next winter.

I've also got a 29g with a pair of naked cinnamon clowns, 1 banggai and a lawnmower. banggai will get moved to my frag grow out later. lawnmower I'm going to sell or maybe trade for tailspots

I think I might be almost maxed out with tangs .
adding the small sailfin was tricky .
the yellow tang wasn’t easy on him at all .

mata tang is probably the calmest tang I’ve ever owned .
I want to add a blonde naso or something similar but I don’t know how that will end .
